| About the Department of Youth Affairs, Spirituality and Enlightenment: |
|
In accordance with the Decree of the President of the Republic of Uzbekistan dated September 9, 1996 No. 1559 “On further improvement and increasing the effectiveness of the activities of the public center ‘Spirituality and Enlightenment’”, the Resolution of the President of the Republic of Uzbekistan dated April 20, 2017 “On measures for further development of the higher education system”, as well as Order No. 221 of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan dated September 16, 1996, the Department of “Spirituality and Enlightenment” was established at Uzbekistan State Institute of Arts and Culture. On July 5, 2016, by mutual agreement between the Ministry of Higher and Secondary Specialized Education and the leadership of Uzbekistan State Institute of Arts and Culture, the department was renamed the “Department of Spirituality, Enlightenment and Work with Talented Youth” in the organizational structure of the institute.

| The purpose of the Youth Affairs Department |
Main directions of spiritual and educational upbringing:
- Forming students as true citizens of the independent Republic of Uzbekistan based on national and universal values;
- Developing national pride among students;
- Promoting and enriching the best traditions and customs of our people;
- Preparing students to sincerely fulfill their civic and filial duties to the Motherland;
- Preparing students to implement the social policy carried out in connection with the transition of our country to a market economy;
- Working on the preparation of young specialists meeting the requirements of the country’s domestic and foreign policy;
- Increasing students’ responsibility in mastering their profession;
- Developing students’ awareness of their duties toward family, parents, neighbors, community and society;
- Forming and improving students’ individual personal qualities;
- Promoting social activity, initiative, respect for education and profession, and social responsibility among students;
- Protecting the interests of students and creating all conditions for their education and healthy lifestyle;
- Developing students’ socio-political and legal awareness and expanding their critical and analytical thinking;
- Combating negative phenomena in society such as injustice, corruption, favoritism and regionalism;
- Forming ideological immunity among students against international terrorism, religious and political extremism, drug addiction and organized crime;
- Continuously improving targeted spiritual and moral activities.

| Tasks of the Youth Affairs Department: |
To achieve this goal, the following tasks must be implemented:
- Continuous improvement of the management system of spiritual and educational upbringing;
- Development of plans and programs for spiritual and educational work and monitoring their implementation;
- Timely communication and organization of the implementation of decrees of the President of the Republic of Uzbekistan, decisions of the Oliy Majlis and the Cabinet of Ministers, orders and instructions of the Ministry of Higher Education, and decisions and orders of the Ministry of Culture;
- Ensuring timely communication and explanation of decisions of the President, Cabinet of Ministers and Ministry of Culture to students and academic staff;
- Improving the mentor-teacher system;
- Ensuring the effective conduct of “Spirituality hours” organized by mentors;
- Organizing meaningful events dedicated to “Spirituality Day” at the institute;
- Preparing and publishing scientific-methodological and practical literature related to students’ spiritual and educational upbringing;
- Organizing meaningful leisure activities for students;
- Monitoring the living conditions of students residing in dormitories and rented housing;
- Supervising the quality functioning of sports, health, catering, recreation and cultural services within the institute;
- Organizing competitions, festivals, spartakiads, olympiads and community work events at the institute;
- Providing social support and submitting proposals to the institute leadership regarding students from low-income families and students with disabilities;
- Organizing events dedicated to holidays and anniversaries of prominent figures;
- Organizing visits of students and academic staff to theaters, cinemas, museums and historical sites;
- Coordinating cooperation with parents, local authorities, charity foundations and communities;
- Ensuring participation of students and academic staff in public events at the city, regional and national levels;
- Submitting proposals aimed at improving the effectiveness of educational activities.

| Rights: |
|
1. Submitting proposals to the rector if professors and teachers fail to fulfill spiritual-educational responsibilities specified in their employment contracts.
2. Submitting proposals related to expulsion or reinstatement of students.
3. The department must coordinate the following with the Vice-Rector for Youth Affairs:
- orders related to promotion, disciplinary actions, transfer, expulsion or reinstatement of students;
- proposals on social protection of low-income teachers, staff and students;
- recommendations for awards based on competition results;
- selection of candidates for special scholarships named after the President of Uzbekistan, Navoi and I. Karimov;
- formation of groups of teachers and students sent abroad for study, training or internships;
- issues related to employment contracts, attestation and personnel management.
4. Giving direct instructions to deans, department heads and unit leaders on spiritual-educational issues.

The Head of the Youth Affairs Department reports directly to the Vice-Rector for Youth Affairs and the Rector of the institute.
